Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for Impartiality and Transparency in the Land Matters

 

In the interview to the Business periodical, V.Lytvyn stated, "The property issues will be clarified after the land matters are settled."  

 

"The moratorium plays into the hands of smart dealers who are buying up land under ‘shadow´ schemes. They have no competitors, as there is no legal market, so they buy the land shares at the give-away prices," he explained. "At the same time, those who managed to legalize huge land areas are interested in the immediate lifting of the moratorium to convert land into money and withdraw them abroad."

 

The Chairman of The Verkhovna Rada of Ukraine called for impartiality and transparency in the land matters. He believes that lifting of the moratorium should be preceded by the land inventory, calculation of the total area of agricultural land, and ascertainment of the land owners. "The illegally acquired land should be taken back to the legal owners," V.Lytvyn stressed.

 

Prospective land owners should be determined after the land inventory and valuation. "First of all, these are the citizens of Ukraine. Secondly, those who work on land, have a respective degree, and follow numerous requirements for the land treatment. It goes without saying that there should be an operator, a public representative on the land matters. I believe it should be a bank," he summed up.
